Spring 2008 Symposium Keynote - Dr. Carol Campbell

Dr. Carol Campbell is the Chief Research Officer for the Ontario Ministry of Education. She combines this Ministry-wide role with her ongoing work as Executive Officer with responsibilities for research, evaluation, and data management within The Literacy and Numeracy Secretariat.

Dr. Campbell's career has combined education research, policy, and practice in government, district, and academic roles.

Dr. Campbell has international experience in conducting education policy research in areas including strategies for raising student achievement, approaches to addressing educational and social disadvantage, school improvement, school leadership, teachers' professional development, the role and effectiveness of school districts, inter-agency partnerships with schools, and parent and community engagement.

Prior to joining the Ministry of Education, Dr. Campbell was a member of faculty at the Institute of Education of the University of London. Her teaching responsibilities included professional development for school teachers, principals, and supervisory officers in Master's- and Doctoral- level programs for educational leadership, management, policy, and research.

She was also seconded to the UK Government's Department for Education and Skills. Her first policy advisor role involved developing new partnerships working between government and school districts, including elementary, secondary, and special needs strategies, district organization, budget and resource allocation, and board and school improvement planning. In her next role as policy advisor to the Commissioner for London Schools, Dr. Campbell was responsible for establishing a framework of professional development and recognition for London's teachers as part of the "London Challenge" strategy across 33 school districts.

Dr. Campbell completed her doctorate at the University of Strathclyde and held teaching and research posts at Strathclyde and Glasgow universities.
